Board adopts public-meetings video and recording policy, staff to correct scrivener's date error

The Crook County Board of Commissioners voted to adopt a public-meetings video and recording policy that requires major county boards, committees and subcommittees to use Zoom or a compatible platform when feasible and to post recorded meetings to the county website within five days.
Will (staff member) explained the policy had been negotiated with departments and noted the policy allows audio-only recording in limited emergency circumstances. He said staff also prepared an internal workflow and checklist to help departments follow the policy.
Commissioners discussed contingency steps if video or Zoom services fail during a meeting. County counsel (staff member) said Oregon public-meetings law does not require video or audio recording but recommended having backup audio recorders or written minutes so proceedings can be memorialized. The counsel said whether a meeting should continue without remote access depends on the agenda and circumstances; it is a judgment call.
During the motion to adopt, commissioners asked staff to remove a dated reference in the order and to reference the attached exhibit A instead. The board approved the policy and a scrivener's correction by voice vote.
