District previews food, custodial rental and geotechnical procurement items

LAREDO, Texas ' Laredo ISD plant facilities staff on Tuesday presented several planned procurements: a one-year frozen-desserts contract estimated at $250,000, a BuyBoard cooperative custodial dust-and-wet-mop rental service at $65,000, and a qualifications-based RFQ to establish a pool of geotechnical and materials-testing consultants.
Mister Angel Velasquez said the frozen-desserts recommendation is to award to Valley Ice Cream for student menu items that meet Smart Snacks standards; the annual estimate for districtwide purchases is $250,000. For custodial services, staff recommended a one-year cooperative contract (BuyBoard) with Unifirst Holding estimated at $65,000 to provide districtwide dusting and wet-mop rental, pickup, laundering and replacement services.
Velasquez also presented RFQ 2025-005 to prequalify up to six geotechnical and materials testing firms for third-party testing on future construction or maintenance projects; firms listed in the presentation included Castle Engineering, ECS Southwest, Millennium Engineers Group, Professional Service Industries Inc., Terracon Consultants and TTL Inc.
Trustees asked what materials or systems the geotechnical firms could test; staff replied the pool can test soil, concrete, welding/steel attachments, rebar, cinder block quality and other materials, and that some structural assessments would still require a professional structural engineer. Staff said the RFQ pool would be tapped on a qualifications basis and professional fees negotiated per project.
No formal contract awards were voted at the committee meeting; these items were presented for trustee review ahead of later procurement or award actions.
