Brownsville approves change order up to $108,548 to remove, refurbish marquee and complete Capitol Theater reroofing

Brownsville — The Brownsville City Commission approved a change order, not to exceed $108,548, for Argue Roofing & Construction LLC to remove and refurbish the Capitol Theater marquee so the roofing contractor could complete reroofing work at the historic downtown theater.
JP Villareal, director of internal services, told commissioners the partial roof collapse in May 2023 required a full reroofing project. Contractors finished the roof surface but cannot complete sealing and flashing where the old marquee structure ties into the building; the marquee is in poor structural condition and must be removed to allow safe, complete sealing.
Villareal said the historical-preservation committee reviewed and agreed to the removal so the work could proceed, and that the committee expects the city to document and, where possible, reuse original marquee components. The change order is a not-to-exceed amount to reflect uncertainty about the marquee's condition until it is removed. The change order also adds 120 days to the contract schedule; staff said the revised substantial completion target is Dec. 14, 2025.
Commissioner Cardenas filed a conflict-of-interest disclosure and recused from the dais for this item; remaining commissioners voted to approve the change order. Villareal said the long-term goal is adaptive reuse of the building, but that a sound, watertight roof and stabilized marquee are prerequisites for private-sector interest in redevelopment.
