County board authorizes Corporation Counsel to negotiate opioid settlements; approves minutes

The Kenosha County Board of Supervisors unanimously passed Resolution 138 on Tuesday, authorizing the Kenosha County Corporation Counsel to enter into settlement agreements with opioid litigation defendants, subject to consultation with the plaintiff's executive committee attorneys and notification to county leadership.

Supervisor Morrissey moved the resolution; Vice Chair Gaschke seconded. Morrissey told the board the resolution "authorizes the Kenosha County Corporation Counsel to be the authorized entity to enter into settlement agreements with the opioid litigation defendants" and said Corporation Counsel must notify the county executive, the county board chair and the county board of any proposed settlement. He also said the resolution does not authorize the expenditure of opioid settlement funds by Corporation Counsel.

After no discussion, the chair called the vote and Resolution 138 passed unanimously. The meeting record shows 21 supervisors present earlier in the session, with Supervisors Gantz and Carol excused; the board recorded the resolution as passing unanimously.

Also on the agenda, the board approved the Aug. 19, 2025, County Board meeting minutes. Supervisor Robinson moved to approve the minutes; Supervisor Decker seconded. The motion passed with the board voice vote.

Separately, a county executive appointment was read into the record: Stephanie Conley to serve on the Kenosha County Human Services Board; that appointment was referred to the Human Services Committee and no final action on the appointment was recorded in the meeting transcript.

The meeting concluded after a motion to adjourn by Supervisor Decker, seconded by Supervisor Garcia; the motion passed on a voice vote.
