Village approves added surface parking at West Rock Residences

The Village of Hartland Village Board voted on Sept. 22, 2025, to approve a site-plan change that adds unassigned surface parking stalls at West Rock Residences, 700 West Capitol Drive.
John Ford of 3 Leaf Partners told the board the first phase of the development is complete, the clubhouse and several residential buildings are occupied, and the developer requests additional unassigned stalls in the northern portion of the property to meet operational needs. Ford said the change does not affect previously approved parking structures, stormwater systems, fire-truck turning radiuses or snow-removal plans.
Plan commission recommended approval and the board acted on that recommendation. The board approved the site-plan change on a voice vote.
