Alma Commission OKs transit service renewal and amended MDOT contractor agreement for transit facility work

The Alma City Commission approved two transportation-related measures: a one-year renewal of a transportation-services contract with Grama Integrated Health Network and an amendment to the MDOT contract with JR Heinemann & Sons for work at the Alma Transit facility.
The commission voted to renew the existing contract with Grama Integrated Health Network for another year. Staff described the pricing structure: rides within the city’s service area are charged at the standard service-area rate (staff cited a $2 ride example) plus an 11% administrative overhead; rides originating outside the service area are billed on a case-by-case basis, reflecting distance, personnel and vehicle costs. Staff said the structure has been in place for several years and that transports outside the service area have been rare.
Separately, the commission approved Resolution to adopt MDOT contract number 2022-0005/P2 and a third-party amended agreement with JR Heinemann & Sons for an addition and partial renovation of the transit facility. Staff said the amendment adds federally required Davis-Bacon wage clauses and sets a new completion date of Dec. 31, 2025. The staff presentation said the contract price remains unchanged from the version the commission approved in June.
Both motions passed by voice vote.
Staff said approving the amended MDOT agreement will allow the transportation department to proceed with scheduling and foundation work.
No members of the public spoke on either item during the meeting.
