Board members raised whether principals have final authority to exclude a child from a field trip when a parent, teacher or guardian raises concerns. Committee members and staff agreed that final building-level decisions generally rest with the principal. Committee members also asked whether the district policy or administrative regulation should explicitly state that students cannot be barred from educational trips on purely academic or behavioral grounds except where a documented safety concern exists. District staff said the field-trip regulation (the AR) already includes language that limits exclusion and requires communication in writing, but several board members asked for clearer policy-level values affirming inclusive access.
Committee members pressed staff about how costs are covered. District staff said schools use a mix of approaches: some trips charge student fees that may include a transportation component, some buses are paid for from individual school budgets, some are subsidized by the central office, and some are supported by sponsors such as parent-teacher organizations. Staff said the district has a budget line to subsidize trips for families eligible for free or reduced-price meals and is working with the Shelton Ham Education Foundation to create a scholarship fund for field trips.
Committee members also asked about the district’s transportation contract and whether the contracted vendor, Cheltenham Trans, supplies buses for field trips. Staff replied that many trips use the district’s contracted carrier but not all trips do, and that the cost of chartered field-trip buses is separate from regular daily transportation and has risen in recent years. Staff said the review of the AR has included better prospective budgeting for buses.
After discussion, the committee signaled support to advance both policies toward adoption subject to any final edits; no final board adoption vote on the policies was recorded in the transcript at the time of the committee meeting. The committee earlier approved minutes for the May 21, 2025 policy committee meeting by voice vote.
