Walton County awards paid-parking RFP, approves parks credit-card processor

Walton County commissioners on Tuesday approved two procurement actions: awarding the county's paid-parking request for proposals to PCI Municipal Services and authorizing staff to open contract negotiations, and authorizing Parks and Recreation to switch its point-of-sale credit-card processing to a different vendor.
Paid-parking award: County procurement staff said the paid-parking solicitation ran in two phases: a written proposal review that produced a shortlist, then finalist interviews and final scoring. The evaluation committee ranked PCI Municipal Services highest under weighted criteria that included technical approach, user experience, experience and qualifications, and financial proposal. Commissioners voted to approve the recommendation and begin contract negotiations with PCI Municipal Services.
Parks credit-card processor: Parks and Recreation Director Shane Suthill told the board the department’s point-of-sale system is shifting from Worldpay to a new processor required by the vendor. Parks staff said the switch would not increase department costs and would reduce processing fees. Commissioners approved the merchant agreement and amendments.
Public transparency questions: A member of the public asked how procurement vetted financial stability and relationships for the recommended paid-parking vendor. Procurement staff (Melissa) described the two-phase evaluation, the five-member scoring committee, the 100-point weighted criteria and the post-evaluation contract negotiations that incorporate performance bonds, insurance and indemnity terms. Staff said full proposals may be confidential until award but that awarded proposals and contracts are available through public records requests, with some confidential financial information redacted when required by law.
Ending: Both procurement items passed on voice votes. Staff told commissioners they would provide the evaluation documentation to members of the public on request and described routine negotiation protections (performance bonds, insurance and contract terms) that protect the county.
