Beloit approves five-year landfill disposal agreement with Janesville, rates to rise through 2030

The Beloit City Council on a voice vote approved Resolution 2025-117 to enter a five-year landfill disposal agreement with the City of Janesville, starting Oct. 1 and running through Dec. 31, 2030, with an option to renew for an additional five years.
City staff told the council the contract resets Beloit’s negotiated tipping rate to better align with Janesville’s other municipal customers after Beloit had been paying a substantially below-market rate. City staff said the contract sets the tipping fee at $19.50 per ton for the remainder of the current year, then increases to $23.50 per ton in 2026, $25.50 in 2027, $27.50 in 2028, $29.50 in 2029 and $31.50 in 2030. In addition to the tipping fee, the city pays a Department of Natural Resources fee of $13 per ton. Staff said those rates remain below alternative options such as private disposal (roughly $72–$78 per ton) after accounting for travel times and other costs.
The updated agreement also formalizes a Janesville practice limiting Beloit to two loads of biosolids per week at the landfill; those special-waste loads would be charged at Janesville’s gate rate rather than the negotiated municipal rate. City staff said the current gate rate at Janesville is $42 per ton. The contract also adjusts hours of operation to match Janesville’s schedule.
City staff told the council they will include a proposed $2 monthly increase in Beloit’s solid-waste fee in the operating budget to offset the higher disposal costs and to support a related capital-improvement request.
Councilors asked whether cities could operate their own landfill. A city staff member answered that building and operating a landfill carries heavy regulatory burdens, long-term liability and very high costs, making it impractical for Beloit. A councilor also noted that, despite the step increases, the Janesville contract still represented a lower-cost option than private alternatives.
Motion and vote: the council’s motion to approve the resolution was moved and seconded and passed on a voice vote; no roll-call tally was recorded in the transcript.
