During the Sept. 2 State of the County program, Washoe County officials outlined several projects intended to boost parks, libraries and arts access across the county, led by a proposed open‑air amphitheater at Rancho San Rafael Regional Park and other capital and programming investments.
County materials say the proposed amphitheater would include a 30‑by‑40‑foot performance stage and terrace lawn seating for up to 2,500 people, with accessible walkways and garden paths; county presenters said the project would be guided by a 2024 master plan and funded through American Rescue Plan Act (ARPA) allocations and a public‑private partnership.
Presenters also noted new outdoor fitness courts at Rancho San Rafael and South Valley regional parks, a new public access trailhead to the Truckee River at River Bend Open Space Park (supported in part by a Land and Water Conservation Fund grant), and continued maintenance of roughly 10,000 acres of open space managed by the county.
Washoe County Library System leaders were highlighted for offering technology classes, one‑on‑one assistance, workforce resources and programs for all ages; presenters said libraries are hubs for computer help, resume building and career resources. The county also announced ARPA‑funded Washoe Arts and Culture grants to commission public art, expand an art trail and host outreach programming.
County officials framed these investments as part of a broader effort to enhance everyday amenities and foster community connections. They did not release detailed capital budgets or timelines for construction at Rancho San Rafael during the Sept. 2 event.
