Planning commission approves manufactured-housing overlay for Rose Street lot in Slidell

The St. Tammany Parish Planning and Zoning Commission voted to recommend approval of a manufactured housing overlay (MHO) for a 0.37-acre parcel on the north side of Rose Street in Slidell, allowing the property owner to replace or install a manufactured home.

Staff said the lot currently contained a manufactured home that qualifies as a legal nonconforming use; the petitioner’s application stated the existing unit would be removed and replaced. Planning staff described the MHO as intended to permit manufactured homes in specified areas and said four nearby lots already hold legal nonconforming manufactured homes.

Petitioner Jamie Lindsey and a family member, Juan Thornton, spoke in support. Commissioners discussed whether the parish’s resilience overlay—policies that can raise elevation requirements above base flood elevation—applies to manufactured housing. Staff advised that manufactured-housing placements are treated differently than sites that require bringing in fill dirt, but several commissioners reminded attendees that flood-plain elevation and anchoring requirements would still affect any new placement and that compliance with base flood elevation (BFE) and elevation requirements remains necessary.

Commissioner Robert moved to approve the overlay and Commissioner Daughtry seconded; the motion carried.

With the commission’s recommendation, the application will go to the parish council for final action. Staff and applicants noted that any building permit must meet elevation requirements and other applicable floodplain standards.
