The Glens Falls City Council unanimously approved a bond-resolution increase on a $14 million electrical upgrade to $20 million at a special council meeting; Water & Sewer Board staff said the board was asked to present a project update to the council in coming regular meetings.
Board members told the meeting they had been estimating costs and preparing grant applications. Staff said CHA is preparing an asset management plan funded by a New York State grant; the plan will catalog equipment age, maintenance history and replacement timing, which staff said will strengthen future grant applications.
The chair said the council asked the board to return in September or early October with a comprehensive update including revised cost estimates and design changes. Staff said the bond resolution is a prerequisite for applying to certain state grants (DE C) and does not mean the city is borrowing immediately; rather it establishes borrowing capacity in case grants are not awarded.
Board members noted design changes and switchgear failures that increased the scope and cost of the electrical upgrade. Staff said a portion of the $6 million increase (from $14M to $20M) reflects updated engineering requirements and market-driven cost increases. The board agreed to prepare information for the council and coordinate timing for a presentation.
