City staff told the council the IRF would consolidate refuse and grease collection for several downtown businesses, reducing the number of collection cans and city pickup stops and improving aesthetics and efficiency. The project previously went to the community appearance board and was bid once; only a single contractor submitted a bid that exceeded the city’s budget. Procurement staff and the city’s consulting engineer negotiated scope reductions and public-utilities work performed in-house to lower the price, and the contractor agreed to the revised cost, staff said.
Staff also said the project will be paid largely with a grant from the South Carolina Department of Commerce and the balance from city hospitality-tax funds. Council members voted to approve the award; the motion passed unanimously.
