Council weighs wildfire, access and geologic hazards as hillside development moves forward

Scott (city planning staff) framed the item as “geologic hazards” and suggested treating slope, access and fuel type differences as criteria for future hillside development. Fire Marshal Markham described differences in vegetation and access that affect which neighborhoods could be defended during a wildfire: in some areas light fuels helped homes survive, in others heavy brush would increase risk.
Council members raised insurance and evacuation concerns and asked whether the city should set a clearer limit to development above transmission power lines or require additional access or on‑site improvements (for example, full secondary access or enhanced water storage for fire protection). Staff and several council members noted a tradeoff: restricting development could prompt owners to seek annexation into other jurisdictions; allowing development without adequate infrastructure raises safety and insurance‑market risks.
Staff recommended using map layers — debris flow/landslide risk, evacuation access and fuel‑type zones — within the general plan and code to identify areas that require additional mitigation or that should be limited to lower densities. Several councilmembers said they would like those mapped policy limits to be clear before approving additional high‑density proposals up the hill.
