Madison approves MOU with Dakota State University to provide temporary parking during Eagan Avenue reconstruction

The Madison City Commission approved a memorandum of understanding with Dakota State University that will allow some residents affected by the 2026 Eagan Avenue reconstruction to use university parking on the east side of Eagan Avenue between Sixth and Eighth streets during construction.
Jamieson, a city staff member, said the MOU was intended to help residents on the west side of Eagan who lack alley access and therefore would otherwise face parking challenges during construction. The agreement covers diagonal parking on the East Side of Eagan in the block between Sixth and Eighth and is intended to be temporary during the 2026 work.
Why it matters: The Eagan Avenue reconstruction will remove curbside spaces during construction and could limit access for residents who do not have alley access; the MOU provides a proximate temporary parking option and reduces reliance on side streets.
Implementation and limits Jamieson said the city will provide residents a map and notifications to clarify where the temporary parking will be available; staff also indicated they will coordinate signage with the contractor if needed. On sequencing, Jamieson said Phase 3A covers the west side first, followed by Phase 3B on the east side.
University access and timing When asked whether the university would allow continued use if construction runs into the academic term, Jamieson said, “My understanding is that Dakota State would need that parking back when school starts. So if construction were to run late, this parking would not be available.” The city’s plan relies on completing the relevant phase prior to the start of the academic term.
Next steps The commission approved the MOU by motion and vote. Staff will notify affected residents and work with the contractor on signage and parking management.
