The Madison City Commission approved awarding bid number 984 to Tract T LLC for $547,434 to furnish a control enclosure at the new green electrical substation, a structure that will house electrical panels, HVAC and access to medium-voltage cables.
Jamieson, a city staff member, told commissioners the engineer’s estimate for the building was approximately $600,000 and that the low bid of $547,434 came in below that estimate. Only two bids were received; staff noted a third electronic submission did not meet the city’s bid-opening requirements and could not be honored.
Why it matters: The control enclosure is a principal component of the city’s new substation. Staff said the enclosed building is “all inclusive” of interior panels, tracking, lights and HVAC but does not include the switchgear equipment.
Scope and procurement details Mike (identified in the meeting as Mike McGilvray) explained the enclosure will include every electrical panel required on the walls, lighting, HVAC and a basement for medium-voltage cable access. The basement will be built on-site, staff said. Jamieson said the enclosure will be delivered in two sections and set on-site; switchgear is not part of this award.
Bidding context Commissioners asked why so few bids were received compared with other recent public works projects. Jamieson said one bid arrived electronically and was not opened at the public bid opening per the city’s submittal rules; another prospective bidder appears to be an East Coast firm that may not have been interested. The low bid from Tract T LLC was within the city’s procurement rules and below the engineer’s estimate.
