Madison commission sets Sept. 18 bid opening to replace Armory gym floor damaged after fire

City staff said the gym floor suffered extensive water damage after a roof fire earlier this year and that the roofing contractor’s insurance is negotiating with the city’s insurer to cover the portion of damage deemed appropriate. Jamieson, a city staff member, told commissioners the floor was already near the end of its useful life and that the water infiltration “caused it to buckle in quite a substantial size on that north side.”
Why it matters: The Armory gym floor is currently not usable, staff said, and replacement is expected to be more efficient as a single full-floor project rather than piecemeal repairs. Setting the bid opening begins the procurement process and will produce firm cost estimates that the commission can use to identify funding sources.
Staff background and schedule Jamieson said the damage occurred when crews responding to a roof fire used water that later migrated underneath the wood floor; attempts to vacuum and air-dry the floor did not remove water from beneath the boards. The city will advertise and accept bids with an opening on Sept. 18, 2025. Ryan, a city staff member involved in bid preparation, said the city hopes to have contractors mobilized in early October and to complete work by Thanksgiving if the schedule holds.
Insurance and scope Jamieson said the roofing contractor’s insurer and the city’s insurer are negotiating which portion of the replacement will be covered. “I don’t have that on hand right now,” Jamieson said when asked for specifics of coverage. Jamieson also told the commission, “I believe it’d be the entire floor. Entire floor,” when asked whether the entire surface would be replaced.
Extent of damage Ryan described the floor condition as severe and widespread: “It’s probably buckled up as 6 inches in spots. And that’s pretty widespread. It’s all over the court. It’s not isolated to one area.” Because of that condition, staff said it is not reasonable to replace only a small portion of the floor.
Next steps The commission approved the bid-opening date by motion and vote. Staff will return with bid results and a cost estimate; commissioners indicated they will consider funding sources once bids are known.
