Harnett County commissioners approve water projects, settlements, jetport agreement and appointments

Harnett County Board of Commissioners on Sept. 2, 2025 approved a series of contracts, ordinances, grant applications and personnel appointments, the county said in a public recap of the meeting.
The board approved an ordinance for the Northeast Harnett Water Treatment Facility project and awarded an engineering contract of $400,000 to Hazen and Sawyer to update the county water system master plan. Commissioners also authorized county staff to enter contract negotiations with Moseley Architects of Raleigh for unspecified general services work and approved a U.S. Department of Agriculture Housing Preservation Grant application for $95,000.
Legal staff asked the board to approve Harnett County’s participation in multi-party settlements with Purdue Pharmaceutical and additional opioid manufacturers and to adopt a resolution authorizing execution of settlements with secondary opioid manufacturers; the board approved those actions. County legal staff also requested public disclosure of two recent mediated settlements: Spruill Construction Corporation versus County of Harnett, settled for $92,000 on Aug. 11, 2025, and Marcus Washington and Rachel Washington versus County of Harnett, settled for $52,000 on Aug. 22, 2025. The board approved disclosure of both settlements.
The board approved a two-year lease agreement with Johnson Lee Harnett Community Action with additional option years (described in the meeting recap as a 2-year lease with a 3-year 1-year option). The Harnett Regional Jetport director requested—and the board approved—an agreement with Southeastern Aero LLC to operate a special aviation service organization providing maintenance activities at the Harnett Regional Jetport.
The North Carolina Home Builders Charitable and Educational Foundation requested that the county reimburse applicable fees for construction of a house at 460 Beacon Hill Road in Littleton, N.C.; county staff reported the building fees were $1,275 and the water tap fees $3,440, and the board approved reimbursement of applicable fees. The board also appointed Nancy Jackson (District 2) and Indra Johnson (District 5) to the Harnett County Commission for Women and Youth, named Abigail Farina as an alternate member of the Dangerous Dog Committee, and reappointed William Dan Andrews to the Board of Adjustments for District 4.
County staff presented proclamations recognizing Library Sign-Up Month and Attendance Awareness Month. The board opened public comment; four residents addressed the commissioners. The county manager’s report indicated budget amendments were approved. Commissioners decided to place discussion of Board of Elections membership on the agenda for the next full meeting and to invite Board of Elections members and the director to that discussion.
