Votes at a glance: Iredell County board approves library proclamation, records policy, surplus transfers and WIC budget amendment

The Iredell County Board of Commissioners approved multiple consent items at its Sept. 2 pre-agenda meeting. Items below are drawn from meeting presentations and were approved by consent unless otherwise noted.

- Proclamation: September 2025 as Library Card Sign-Up Month — Approved by consent. The library reported FY24 service statistics (door count 157,755; total circulations 527,366; meeting-room use 2,327; 262 adult programs with 2,367 attendees; 578 youth programs with 12,379 attendees) and announced a mobile library ribbon-cutting for Sept. 15 at 2 p.m. (Presentation by Shelley Taylor/Julie Moore.)

- Policy adoption: Iredell County electronic records and imaging policy — Approved by consent. Information Technology staff said the policy would allow digitized documents to become the official record and permit destruction of paper copies once state retention requirements are applied. Staff said the draft has been pre-audited by DCR (Department of Cultural Resources). (Presentation by Joey Hellsauzer.)

- Public hearing set: ICATS/ICAPS fiscal year 2027 transportation grants — Board set a public hearing for Sept. 16, 2025, at 6:00 p.m. to consider state, federal and local grant applications and competitive grants for transit services. Board and ICATS staff discussed municipalities’ interest in additional weekend or event routing and noted that municipalities are not transportation providers but can cooperate with ICATS on service options. - Surplus transfer: Donation of six Chevrolet Tahoes to Mooresville Graded Schools automotive program — Approved by consent under North Carolina General Statute 168-279, which allows conveyance of county personal property for continued public-purpose use. Purchasing staff said titles historically have been transferred to school systems with conditions for continued public use. (Presentation by Antonia Steins.)

- Sale authorization: Resolution to sell county personal property by public auction (solid waste heavy equipment and roll-offs; anticipated sale value over $30,000) — Approved by consent. Purchasing staff said items will be advertised and offered through an online auction and notices posted on the county website and social platforms. (Presentation by Antonia Steins.)

- Minutes: Approval of minutes from Aug. 5 and Aug. 19, 2025 meetings — Approved by consent.

- Budget amendment: Health Department WIC funds — Approved by consent. The health department reported an additional $20,023 from the state for counties with caseloads above base levels (county caseload ~108%). The funds will purchase two replacement baby scales, nine printer/scanner combos for WIC staff, one HemaQ unit for the mobile health unit (impacts next fiscal year's budget) and breastfeeding supplies. - Motion to enter closed session: Motion by Commissioner Stroud to enter closed session for economic development and attorney–client litigation under North Carolina General Statute 143-318.11(a)(4); motion carried and the board recessed five minutes before closing. Most items passed on unanimous consent; the board did not take roll-call vote tallies on the consent items in the public transcript. Several items were informational in addition to carrying approvals; staff will return with details at future meetings as needed.
