Council approves four-year Public Works union contract; HR director says members ratified agreement

The Torrington City Council voted Sept. 2 to authorize the mayor to execute and amend a labor agreement between the City of Torrington and Torrington Public Works Employees Union, AFSCME Local 2212, Council 4, AFL-CIO, covering July 1, 2025, through June 30, 2029.
Councilman Cavanero moved the authorization and the motion was seconded; no roll-call objections were recorded and the motion carried.
Denise Karpuski, the city’s director of human resources, thanked the negotiating teams and said bargaining-unit members ratified the contract on Aug. 14. “The feedback that we received is that they were very pleased with the result,” Karpuski told the council, adding that the negotiation team sought an agreement that would be acceptable to both parties without creating an undue burden for taxpayers.
The council made no other amendments on the floor and voted to approve the authorization for the mayor to execute and amend the contract as described in the human-resources memo dated Aug. 21, 2025.
