The Loudon City Planning Commission approved a preliminary plat (Application 193) and a final plat (Application 208) for Tennessee National Marina District Phase 2 during its meeting Oct. 25, 2025, after the applicant and staff resolved earlier review comments.
The preliminary-plat action cleared outstanding review comments on roadway geometry and flow-treatment areas, and the final-plat approval was granted subject to remaining review comments and staff concurrence on the opinion of probable construction cost and required improvements. Applicant Tyler Gross said staff comments had been addressed and that the roadway alignment was altered to manage a flow adjustment on the property; two “out” lots will be platted later after flow-treatment issues are resolved.
The final plat includes 56 lots averaging roughly 0.5 acre each, with side setbacks of about 7.5 feet, which the applicant said exceed minimum requirements. Commissioners approved both motions by voice vote without recorded roll-call tallies on the public record.
Commission discussion and staff notes focused on technical compliance: utility coordination, setback dimensions, lot averages, and ensuring the opinion of probable construction cost and improvement plans meet city standards before permits or construction proceed. The commission recorded the approvals as routine contingent approvals: the preliminary plat approval confirmed that review comments had been satisfied; the final plat approval was contingent on resolution of remaining staff comments and cost/opinion review.
The approvals proceed the project toward subdivision platting and future permitting; staff indicated outstanding items would be completed before final construction approvals are issued.
Planning staff and the applicant did not cite any change to zoning or conditions requiring separate public hearings during this meeting.
