The Carson City Council on Sept. 2 approved a memorandum of understanding (MOU) with California State University, Dominguez Hills to advance a planned Victoria Transit Center adjacent to Victoria Street on the university campus.
Public Works staff said the city and university have collaborated on a conceptual design and now seek to formalize responsibilities for design, construction and long‑term operations. The council authorized staff to execute the MOU to define roles and move the project to final design.
Staff estimated final design would take about 3–4 months; construction was estimated at 8–10 months under current assumptions. The project is funded by Metro, staff said, which shortens some external approvals compared with federally administered projects.
Councilmembers emphasized the transit center's relevance to regional mobility and the 2028 Olympics planning that will increase transit demand across the South Bay. The university and city will proceed with consultant design and return to the council with construction timing and operational agreements as design advances.
