Council approves design contract for University Drive improvements from Avalon to Wilmington

The Carson City Council on Sept. 2 approved a contract services agreement to design street rehabilitation for University Drive between Avalon Boulevard and Wilmington Avenue.
Council authorized a contract with ACE Consulting Engineers for up to $230,263 to complete plans, specifications and cost estimates for pavement rehabilitation and concrete repairs (curbs, gutters, driveways and ramps). The city said the project is primarily funded by a federal grant administered through Caltrans.
Engineering staff told the council ACE will have approximately four months from the notice to proceed to complete the design documents. Because the project uses Caltrans‑administered federal funds, the design must be submitted for Caltrans authorization before the city can advertise the construction contract. Staff estimated, assuming authorizations proceed on schedule, construction could begin in spring and be completed within the following construction season, but cautioned the timeline depends on the grant authorization and federal project delivery steps.
City staff also said they are pursuing limited, interim work where feasible to address immediate sidewalk and localized repairs while design and grant approvals are pending. Council members who represent the area urged staff to keep residents informed about the schedule and to coordinate outreach during construction.
