Butte County Library director announces September fine amnesty and one-year fine-free pilot

At the Oroville City Council meeting on Sept. 2 Misty Wright, Butte County Library director, told the council and the public about two library initiatives aimed at removing barriers to access.
"September is library card sign up month," Wright said, adding the theme for the year is "One card, endless possibilities." She announced that, with approval from the Board of Supervisors, September 2025 will be a fine‑amnesty month: the library will waive outstanding fines and restore access to accounts. "If you or anybody that you know has library fines, they can come to the library and get them completely waived. No questions asked," Wright said.
Wright also said the county will begin a one‑year pilot to make the library fine free after September. Under the pilot, daily late charges will not accrue, though patrons who fail to return lost items will still be charged a replacement fee; returned items will result in reinstatement of account privileges and removal of associated fines or fees, Wright said. She encouraged residents to register for library cards and said staff will assist patrons in person, by phone or online.
