Arkansas City adopts 2026 budget; vote follows public hearing

The Arkansas City Commission adopted the 2026 municipal budget by ordinance after holding the required public hearing, with the final adoption approved by roll-call vote.
Jennifer, a city staff member, explained that the final steps of the city’s budget process were the public hearing and formal adoption. She said the hearing must be held by Sept. 20 and the adopted budget certified to the county clerk on or before Oct. 1; notice of the hearing was published Aug. 19. Staff told commissioners the adopted budget cannot exceed the published maximum expenditures for any fund.
Following the hearing, a motion to adopt the 2026 budget as an ordinance was made and seconded. The commission voted by roll call: Mayor Beeson, yes; Vice Mayor Stover, yes; Commissioner Spillman, yes; Commissioner Tweedy, no; Commissioner Warren, yes. The motion carried 4-1 and the ordinance was adopted.
City staff said several work sessions with department heads informed the final proposal. Staff also said planned implementation includes a compensation-study implementation and policy changes being finalized as part of the adopted budget.
The commission moved on to new business after adoption; staff noted remaining tasks include finalizing insurance renewals and preparing required certifications to the county clerk.
