The administration committee reviewed Bill 9 of 02/2025, an ordinance to forgive and discharge 2023 city real estate taxes, interest, penalties and costs, and to strike off tax liens for certain historically tax‑exempt properties.
An administration representative told the committee the issue arose after Dauphin County started a recertification program for 501(c)(3) properties and some churches missed the deadline, resulting in assessments for tax years they historically had been exempt. The staff overview said Luz y Esperanza Iglesia submitted its paperwork and the bill would retroactively forgive the 2023 taxes for that property. The administration further stated that other taxing bodies — Dauphin County and the school district — have approved similar forgiveness for the same property.
Council members asked no substantive questions. President Hill moved to add Bill 9 to the next legislative session agenda for a formal council vote.
No final vote on the ordinance was recorded in committee; the measure was forwarded to the legislative agenda for the next council meeting.
