Council transfers $400,000 PAYGO to airport SRE/ARFF building to closeout change orders

The Wicomico County Council on Sept. 2 approved Resolution 132-2025 to amend the fiscal year 2026 capital budget and transfer $400,000 in unused PAYGO funds from the airport fuel-farm project to the Salisbury-Ocean City: Wicomico Regional Airport snow removal equipment and aircraft rescue firefighting (SRE/ARFF) building project.
Tony Verdi, airport director, and Grama Olin, finance director, told the council that the SRE/ARFF project encountered several change orders and unanticipated contaminated soil that required extended remediation. Verdi said initial contingency anticipated roughly $100,000 for contaminated soil, but excavation revealed greater volumes and deeper contamination in some areas, increasing disposal and water-removal costs.
Finance Director Grama Olin explained that the county previously borrowed $4.5 million for the project and loaded PAYGO funds into the budget across prior fiscal cycles; upon closing fiscal 2024 officials determined some loaded PAYGO was not needed on the fuel farm project and remains available. Olin said the transfer will not compromise fuel-farm closeout, which has about $100,000 of additional encumbered closeout costs remaining, and that the airport currently has a contractor awaiting a change order payment for completed remediation.
Council members asked for public clarity about the source of the $400,000; Olin described the transfer as using remaining PAYGO funds that were budgeted but not expended on the fuel farm. The council approved the transfer by voice vote; the resolution passed unanimously.
