Cochise County supervisors reject interim PetraMed LLC contract, direct staff to issue new RFP

The interim contract proposed to ensure continuity of medical oversight for Cochise County Health and Human Services while the county completes procurement for a longer-term medical director contract (RFP 26-03-HEA-01). The motion as read at the meeting would have made the interim agreement effective Sept. 4, 2025, through Oct. 3, 2025, at a rate of $2,500 per week for up to 10 hours per week, with additional authorized services billed at $2.50 per hour (figure recorded in the motion text). The board voted against the motion and directed staff to proceed with a new RFP.
Supervisor Gomez (District 2) moved to approve the interim agreement; Supervisor Crosby (District 1) seconded. During discussion, the District 3 supervisor asked for confirmation that the county had completed its RFP process and said a counteroffer to one applicant had been rejected. "We received applicants. We've made a, counteroffer to 1 of those applicants, and the applicant rejected that counteroffer, at this time. So we are now back to square 1," the District 3 supervisor said during the meeting.
After limited discussion the chair called the question and the vote was taken. Each supervisor recorded a vote of "nay," and the motion failed by a 0-3 tally. Following the vote the board directed county staff to prepare and release a new RFP for the medical director contract.
The motion as presented referred to RFP 26-03-HEA-01 as the procurement vehicle for the permanent medical director contract and cited dates and rates as read into the record. The board also convened earlier in an executive session under Arizona Revised Statutes —18-431.03 (confidential executive session discussion referenced) before returning to open session to remove the item from the table and consider the interim agreement.
The board adjourned after confirming its next meeting would be Thursday, Sept. 11, 2025, at 10 a.m.
