Hubbardston planning board will track Massachusetts draft 'social consumption' marijuana rules, says staff to monitor

The Town of Hubbardston Planning Board on Sept. 16 agreed to track Massachusetts’ draft social consumption regulations for adult-use marijuana and to ask town planning staff to monitor further rulemaking.
Board members said it is premature to propose local rules before the state’s draft regulations are finalized but noted local applicants have previously signaled plans to pursue social-use permits once state rules allow it. Christopher Monroe, chair of the Planning Board, said at least one current cannabis applicant presented architectural and landscaping plans during its special-permit review that indicated an eventual interest in a social use permit.
The board did not take any regulatory action at the meeting; members instead asked Alec to follow the state process and notify the board when action should be considered. Alec and board members noted that any future request for a social use permit would trigger public hearings and a review of local zoning and special-permit standards.
Board members also discussed resource limits for staff review: Leanne confirmed Alec has roughly five hours per week allocated to Planning Board projects and constituent office hours, and members said they will prioritize tasks accordingly.
