Council approves $1 million turf-field replacement via cooperative purchase

The City Council on Sept. 2 authorized the city manager to join a buying cooperative and enter a cooperative agreement with LandTech Group to remove and replace the artificial turf at the municipal recreation complex. The project was presented with a $1,000,000 not-to-exceed figure; staff said the cooperative bid award to LandTech was the basis for the purchase.
Public Works staff and Ken Arnold said the cooperative selected LandTech Group, a Long Island–based contractor experienced in turf installations. Staff reported the cooperative’s winning bidder estimated $958,000 for the work; the resolution carried a $1,000,000 authorization to include contingency costs. The scope described removal of existing turf, installation of new turf and infill and application of field markings.
Council members asked several technical questions, including turf warranty length, condition of the existing base layer and type of infill. Staff said warranty details were not in the packet but would be confirmed; a staff member said typical turf life is roughly 17–18 years and that maintenance (including periodic brushing and infill replenishment) is part of prolonging useful life.
Parks and recreation staff said the city generates revenue from the field through youth and adult programs and by leasing field time, and council members asked staff to pursue scheduling and permitting strategies to maximize utilization and revenue.
The council approved the cooperative purchase and resolution as part of a block vote; staff will return with procurement and warranty documentation as the project moves forward.
