Town to solicit bids for recycling-center composting as provider shifts ownership

Town staff told the board on Aug. 27 that the recycling-center composting program — a longstanding, popular curbside/transfer-station food-waste diversion program — will continue but with a provider change and a procurement process.
Laurie Urban, who has spearheaded the program, notified the town that the current vendor intends to transfer the business to an employee. Staff presented a sample agreement and said procurement rules require the town to solicit bids even though the contract amount is relatively small. The current provider's proposed price increase would raise the service from about $500 per month to roughly $600 per month while increasing scheduled collections from six to eight visits monthly.
Town staff said they would solicit quotes from other providers in the valley, evaluate per-bin costs and consider the village's planned participation. An operator at the transfer station reported that on a recent Saturday the site had to turn away some users because all six bins were full, and staff said that reflects rising demand.
No final procurement decision was made; staff will collect bids and return with a recommendation.
