Board narrows pretreatment equipment options after $250,000 WQIP award

Summary
Following a $250,000 state WQIP award, the board reviewed three pretreatment brining equipment options and favored the lower-temperature-capable Option 3 for better effectiveness at colder temperatures, while noting building and storage needs.
Town staff updated the board Aug. 27 on options for a pretreatment brining system for winter road maintenance that could be funded in part by a $250,000 WQIP grant the town received last year.
Staff explained differences among equipment options, noting that Option 3 can treat to lower air temperatures (about 15 degrees) while Option 1 performs effectively only down to about 31–32 degrees. Board members and highway staff said the wider operational temperature range of Option 3 makes it more effective for pretreatment and reduces the risk of wasted product when temperatures are lower than expected.
The board also discussed logistics: the unit requires a heated or conditioned storage/building, water supply for brine, and related site work. Staff said those infrastructure elements are included within grant-eligible project components and that the town must follow procurement rules and obtain estimates for building/installation costs.
No formal appropriation vote was taken; staff said they will pursue cost estimates and procurement steps and recommended Option 3 as the preferred choice given performance needs.
