Augusta council approves Appropriation Ordinance No. 8A; finance staff explains vendor listings on AP warrant register

The Augusta City Council voted to approve Appropriation Ordinance No. 8A dated Aug. 27, 2025, after finance staff explained entries on the accounts-payable (AP) warrant register.

During discussion before the vote, an unnamed councilmember asked why some vendor names appeared multiple times on the warrant register. Finance staff member Erica said the city implemented new software in May and that the register now lists the vendor each time a different line item is charged. "So this lists the vendor each time that there's a different line item that's charged," Erica said, noting that the check number or warrant number shows whether the listed entries represent a single payment.

Erica explained the difference between the warrant amount (the full check issued) and the fund-amount column, which shows how much came from each specific fund for a shared payment. "The warrant amount ... that's the amount of the check. But then if you look over fund amount, that's how much came out of that specific fund, that last column," she said.

Staff clarified that when the city pays a vendor who provides services for multiple city functions (for example, ADP for payroll), the total payment is issued once and then divided across the appropriate funds. A staff member added that funds are kept in separate "buckets" and shared proportionally based on staffing or which department used the service.

After the explanation, a motion to approve the appropriation ordinance was made, seconded and carried by voice vote; the minutes report the motion as carried. The council also approved the meeting minutes from Aug. 18, 2025 by voice vote earlier in the meeting.
