Board approves Community Justice contracts and biennial allotment plan; Measure 57 and CCA funding signed to continue treatment services

Josephine County commissioners approved multiple Community Justice funding actions to continue treatment and supervision services over the 2025–27 biennium.
Contract renewal: the board authorized a two-year personal-services agreement with Rocky Vasquez to provide cognitive behavioral treatment within the county’s secure treatment program. The contract term is July 1, 2025, through June 30, 2027, with a not-to-exceed amount of $40,000; funding comes from justice-reinvestment programming (state funds), and no county general fund dollars are required.
Measure 57 IGA: the board approved intergovernmental agreement 6939 with the Oregon Department of Corrections to support the treatment-services division. Director Hyde told the board the contract funds were built into the budget summary and that the IGA for the 2025–27 biennium totals $554,870 for this agreement; combined with additional state funding the biennial program cost is $834,270. Hyde confirmed these are state dollars and not county general fund money.
CCA plan and IGA: staff presented the county’s Community Corrections Allotment (CCA) plan for 2025–27, which the board approved. Hyde summarized that the plan funnels the bulk of adult-side community justice funding through the county; Exhibit A in the plan enumerates program allocations. Hyde said the total funding routed through community justice over the biennium is $14,710,157 and that approximately $10,721,915 of that amount is accounted for in the present plan. The board also approved the related IGA (6905) for the grant execution and authorized the chair to sign.
Why it matters: these actions secure state funding that supports local cognitive-behavioral treatment, parole and probation services, and other community corrections programming. Hyde explained carryover funds are used to smooth fluctuations in supervised-population counts that determine state allocations.
Approval: roll-call votes were recorded for each motion; commissioners voted unanimously (3–0) on the Rocky Vasquez contract, the Measure 57 IGA and the CCA plan/IGA.
