Keizer City Council appoints residents to youth council, planning commission and arts commission

The Keizer City Council on Sept. 2 accepted recommendations from the Volunteer Coordinating Committee and appointed six people to volunteer roles across the city.
City Recorder Miss Bissett reported the committee's Aug. 14 interviews and recommended appointments including Felicia Guptill as youth councilor for the 2025–26 school year; Matt Boyer (position 1), Jeremy Gruntz (position 2) and Larry Scruggs (position 3) to the Planning Commission with terms ending Sept. 30, 2028; Jesus Escobar to position 1 of the Keizer Public Arts Commission through June 30, 2028; and Cassidy Koerner as the KPAC youth liaison for the 2025–26 school year.
Jesus Escobar introduced himself to the council and described his interest in encouraging youth art and deterring vandalism. Councilor Christopher noted Escobar's work with the Keizer Art Association and said the city has funds for three utility box wraps for public art; Escobar was encouraged to recuse himself from votes involving any artwork he designs.
Council President Starr moved adoption of the committee's recommendations. The motion was seconded, called and passed unanimously, with Councilor Cross recorded as absent. Council members welcomed the newly appointed volunteers and thanked all applicants for stepping forward.
The council directed staff to notify appointees and to schedule orientations with their respective boards and commissions.
