The Trinity County Board of Supervisors on Sept. 2 approved a staffing change in the Office of Emergency Services within the Health and Human Services Agency, adding a flexibly staffed position that may be filled as either an Emergency Operations Coordinator (range H189) or an Emergency Operations Manager (range H204).
The agenda item (D8) asked the board to approve revised job descriptions and salary ranges and to modify the department allocation listing to permit either classification. During the discussion, Health and Human Services staff explained the intent is flexible staffing: an entry-level coordinator can learn the role and be eligible for promotion, or the county may directly appoint a manager for day-to-day operations.
The staff report included step-4 monthly cost estimates: Emergency Operations Coordinator (range H189) at $8,898 per month and Emergency Operations Manager (range H204) at $10,595 per month. Director-level staff and department representatives said the change is intended to provide operational coverage for emergency operations without creating two concurrent positions; the item is explicitly “flexibly staffed 1 or the other.”
Supervisor Carpenter Harris moved the approval; the board approved D8 by roll-call vote. No further changes to program scope or additional funding sources were identified at the meeting; staff said the allocation modification will be reflected in departmental listings and that the position will be filled consistent with county hiring rules and budget appropriations.
