ARB approves three rooftop solar installations, staff and public urge countywide solar standards

The Albemarle County Architectural Review Board on Sept. 2 approved three rooftop solar proposals and heard both a public suggestion and staff recommendation that the county develop specific standards for solar installations in the entrance corridor to allow predictable, staff-level reviews.

Planning staff recommended approval for all three rooftop proposals — High School Center 2, Albemarle High School and Virginia Asphalt Services — while noting that entrance corridor guidelines currently do not contain solar-specific standards. Neil Williamson of the Free Enterprise Forum raised that exact point during public comment, urging the county to adopt uniform standards so staff could handle routine solar applications without requiring full ARB review. Williamson said creating such standards would “create predictability for applicants and speed of approval.”

High School Center 2: planning staff described panels proposed for the main roofs of the new High School Center 2 building on Hydraulic Road, sited about 270 feet from the street and visible for roughly 1,300 feet along the corridor. Panels are black with aluminum frames and measure about 7 feet 6 inches by 3 feet 9 inches by 1.4 inches. They would be mounted in organized parallel rows with the tops at a maximum of about 12 inches above the roof; staff said trees in and around the parking lot will help reduce views of the arrays. The ARB voted to approve the proposal with the staff condition that any new equipment not included in the proposal remains subject to ARB review.

Albemarle High School: staff said panels would be installed on most rooftops of the existing Albemarle High School, about 350 feet from Hydraulic Road and visible for roughly 1,300 feet along the corridor. Panels are the same approximate size as in the previous application; they would be mounted at a 10-degree tilt with the tops rising to a maximum of about 15 inches above the roof. Staff recommended approval and the ARB voted to approve with the standard condition on additional equipment.

Virginia Asphalt Services: this site is closer to the street — about 60 feet from the roadway — with panels proposed on the street-facing slope of the roof, making them more visible from Hydraulic Road. The original proposal called for a single row of 14 panels roughly 8 feet by 3 feet 9 inches and mounted about 4 inches off the roof. The applicant offered an alternate: black panels with black frames (not available in the larger size), which would increase panel count to 19 in two rows but reduce visual contrast with the roof. The proposal includes an inverter, AC disconnect and utility meter wall-mounted near existing equipment; staff said conduit could run inside the building or be painted to match the wall to limit visual impact. The ARB approved the proposal with staff-recommended revisions.

All three motions passed with recorded yes votes from members present. Board members and staff repeatedly noted that the installations were organized, low-profile arrays and that the entrance corridor’s elevation (Hydraulic Road generally sits at or above the roof elevations) and intervening trees reduced visual prominence. Staff also said it will prepare proposed, solar-specific guidance for future meetings so routine installations could be considered for staff-level review when appropriate.
