Dickinson approves WRF manager job posting and contracts for clarifier gearbox, engineering design

Deputy Public Works Director Waldo presented a job description and asked the commission to authorize advertising to fill a Water Reclamation Facility (WRF) manager position that has been vacant for three years. Commissioners approved the job description and the request to advertise; the position will be posted at grade PW 19 and requires relevant education and supervisory experience at a mechanical treatment plant.
Senior Engineer Keller presented a proposal from Clearstream Environmental to replace a drive gearbox, install a safety stairway and related access work for both final clarifiers at the WRF. Clearstream inspected the site and recommended full replacement rather than refurbishment. The commission approved a fixed-price contract of $186,625 to be funded from cash on hand. Keller said the gearbox is expected to last more than 30 years; when asked about warranty length, Keller said he would follow up with the commissioner on the exact warranty period.
Keller also presented an engineering services task order with Apex Engineering to perform design, bidding assistance and construction-phase services for IFAS improvements, preliminary treatment improvements, a biosolids holding tank and clarifier improvements. The task order was approved for $450,250 on a time-and-materials basis and falls under an existing master services agreement.
City staff said the gearbox replacement includes equipment drawings, operation and maintenance manuals and coordinated installation support with WRF staff. Commissioners approved all three items by vote.
The WRF manager posting, the gearbox replacement and the Apex task order are intended to advance multiple planned improvements at the city’s wastewater treatment facilities and to address reliability and maintenance access concerns raised during recent inspections.
