Procurement update: landfill scale-house bids, Rotor Ridge and YDC event-center work moving forward

Shanda Crystal, Bannock County’s chief procurement officer, briefed commissioners Tuesday on several ongoing procurement projects and construction updates for county facilities.
Crystal said the county went live on a road-salt solicitation with questions due the following Monday and that procurement expects an award in time for first deliveries before October. She reported mixed bidder interest compared with prior years and said she expects at least the incumbent supplier to bid.
Crystal said drawings for a road-and-bridge roof replacement were completed and that the project will be re-published before a pre-bid meeting; the architect plans to coordinate related work for the landfill roof to minimize downtime. For the landfill scale-house project, Crystal said six companies had indicated intent to bid and that bids would be opened later in the week.
On janitorial services, Crystal said reference checks were wrapping up and a recommendation would be returned to the board in the coming days. She also provided an update on the YDC event center office fit-out: electrical, fire alarms and plumbing were complete on the county-occupied side, ceiling work and final touch-ups are pending, abatement and demolition work is finished and paving was expected within two weeks. Crystal said the county had permission to occupy one side of the building after meeting the applicable electrical and HVAC requirements and that a final certificate of occupancy for the whole building will follow.
Commissioners asked about redundancy of power and the ability to operate one side of the building if the other experienced an outage; Crystal said she would ask facilities staff for a more detailed report and bring that back to the board. No formal contract awards were made during the Sept. 2 meeting; Crystal said she had paused one recommendation to award while evaluation interviews continued.
Crystal and commissioners also discussed opportunities to piggyback with other counties on road-salt purchasing and the effect of state procurement pricing; Crystal said vendors had been competitive with state pricing and that rural counties’ needs affect economies of scale.
The update included expected timetables: landfill bids opened later that week, road-salt deliveries anticipated before October and YDC furniture delivery planned for October.
