The Bonner County Board of Commissioners adopted a resolution authorizing county departments to select professional service providers from the Idaho Transportation Department (ITD) term-agreement list for design work valued up to $120,000.
Staff explained Idaho Code 67-2320 requires a qualifications-based selection process for professional services when design fees exceed a statutory threshold. The state recently increased the statutory threshold from $25,000 to $50,000; the county's previous resolution allowed selections from ITD's prequalified list up to $60,000. The revised resolution raises Bonner County's limit to $120,000 to streamline contracting when using ITD's prequalified firms.
Proponents said the change speeds procurement without bypassing competitive qualification standards, because ITD already evaluates firms and maintains a prequalified list for multiple service categories. Commissioners emphasized the intent is efficiency and not circumvention of required selection processes.
A motion to adopt Resolution No. 2025-559 authorizing selections from the ITD term agreement list for design work up to $120,000 passed by roll call.
