Waco council approves amended HOME-ARP plan allocating roughly $2.5 million for shelters and affordable rental housing

The Waco City Council on Sept. 2 approved an amended HOME American Rescue Plan (HOME-ARP) allocation plan to submit to the U.S. Department of Housing and Urban Development (HUD).
City staff said the amended plan accepts an increase in HUD funding and allocates federal HOME-ARP funds across shelter acquisition/development, affordable rental housing development, and administration. The amendment identifies spending up to $1,000,000 for acquisition and development of non‑congregate shelters, up to $1,180,000 to assist qualifying populations with development of affordable rental housing, and up to $363,684 for administration of the funds and projects. Staff also stated an incremental award amount from HUD of $3,817 (as read at the hearing); the amended plan was posted for public review from Aug. 14–29, 2025 and hard copies were available at the city secretary’s office, the housing office, and public libraries.
Director Price presented the item and opened the public hearing; no members of the public spoke on the amendment. Council Member Ewing moved to approve the resolution to submit the amended allocation plan to HUD; the motion was seconded (second recorded) and passed on a roll call (Lozano: yes; Porter Root: yes; Barefield: yes; Ewing: yes; Chase: yes; Holmes: aye). The resolution on the agenda authorizes submission of the amended plan to HUD and adoption of the allocation priorities as presented.
The city stated the amendment conforms to the City of Waco citizen participation plan and HUD requirements for public hearing prior to submission. Staff identified the public-notice venues: publication in the Waco Tribune-Herald, posting on the city website, posting at libraries and city bulletin boards, and distribution of hard copies at city locations.
No additional conditions or amendments were recorded in the council action. The council closed the public hearing after no speakers registered and proceeded to the recorded vote to approve the resolution.
