The Bonner County Board of Commissioners unanimously approved a fiscal year 2025 budget adjustment on Monday to transfer $32,939 from the general fund contingency to cover retroactive and estimated certification pay for probation department employees through Sept. 30, 2025.
Clerk and finance staff explained the transfer was needed because probation staff had not been compensated for certification pay identified during the fiscal year. The adjustment reallocates existing FY2025 budget authority rather than increasing total adopted appropriations.
Commissioners cited Idaho Code 31-1605 as the statutory authority allowing a unanimous board to appropriate contingency funds for unforeseen needs. The resolution directs the clerk to open the FY25 budget statutory reserve and reallocate funds to wages and associated employer payroll costs (FICA, retirement) in the probation budget lines.
A commissioner thanked the clerk and department director for addressing the issue promptly so staff would not have to wait until the next fiscal year for correction.
