Council approves incentives for StatCare Urgent Care; company plans a 2026 opening

The council approved two incentive measures for Rabagos Healthcare PLLC, doing business as StatCare Urgent Care: a three-year tax abatement and a city action to waive permitting, inspection and water/sewer tap fees.

Robert Rabagos, who identified himself as the company's COO and CFO, and his wife Catherine Rabagos, the company's CEO and a board-certified family nurse practitioner, told the council they plan to open the clinic in Aransas Pass as StatCare's seventh location in the Coastal Bend. Robert Rabagos said the group expects to be in final negotiations with a builder and an architect and hoped to break ground within two to three months so the clinic could open in 2026.

Council voted to approve the tax-abatement resolution that will begin when a certificate of occupancy is issued, and separately approved waiving all permitting, inspection and tap fees for the project. Council discussion noted the incentive approvals followed staff review and that the tax abatement would not begin until the facility reaches occupancy.

Rabagos said the clinic will provide point-of-care testing, IV hydration, splinting, minor laceration repairs, lab draws and other urgent-care services, and that it accepts Medicare and private insurance. He emphasized the clinic is an urgent-care facility and not an emergency room and said staff would call 911 and stabilize patients when a higher level of care is needed.

Councilmembers welcomed the proposed clinic as an addition to local primary-and-urgent-care capacity. No additional financing terms were discussed at the meeting; the abatement and fee waiver are the formal city actions recorded.
