TWC to pursue $250 million childcare disaster‑recovery grant for infant and early childhood mental health
Summary
TWC staff said the agency will apply for part of a $250 million federal childcare disaster‑recovery allocation to address infant and early childhood mental health needs tied to disasters declared in fiscal 2023 and 2024; staff said other grant opportunities in the funding package are unlikely to be pursued due to documentation requirements.

In an executive director's report, agency leadership told commissioners TWC will apply for federal childcare disaster‑recovery funding being made available to states under recent federal relief legislation. "We're gonna be submitting an application, for a childcare grant, as part of the American relief act," an agency official said, noting Congress is providing an additional $250,000,000 to states in childcare and development fund disaster recovery for disasters declared in fiscal 2023 and 2024.
The executive director said TWC intends to pursue funding specifically to address infant and early childhood mental health, which the official said is an allowable use under the grant. The official said other opportunities in the grant will not be pursued because the agency would have difficulty providing the required receipts and documentation for certain recovery categories. "The childcare, mental health is something we can can't justify, and we will be," the official said.
The remarks were informational; commissioners did not vote on the application at the meeting. Staff offered to provide additional information if commissioners wanted it.
