Commission conditionally approves RC Park West Phase 3 final plat pending engineer sign-off

The Syracuse City Planning Commission on Sept. 2 gave conditional approval to the final plat for RC Park West Phase 3, a 1.654-acre planned residential development at 1693 West 2700 South that replaces the former RC Willey parking area.

Planning staff summarized the plat as a mix of townhomes with private drives and two single-family lots arranged to back onto a private drive. Staff said city code requirements and prior staff recommendations have been addressed and recommended approval, subject to the outstanding engineering comments being resolved.

City engineer Brian, participating online, told the commission he had reviewed an earlier set of plans and had not seen a final update. “I have not seen an update to set a plan since I did this review,” Brian said. “If you just approved it with a conditional approval, I’d be fine with that with these comments being addressed.” The commission included the engineer’s outstanding items as conditions of approval.

One commissioner asked whether the two single-family lots would access the private drive; staff said the properties back onto the private drive and that access could be determined by future property owners, noting the code does not treat that configuration as a double-frontage lot. Another commissioner asked about a small width discrepancy on a roadway; the engineer said his outstanding comments — while not major — should be addressed before final recording.

A motion to approve the final plat for RC Park West Phase 3, filed by applicant John Nelson, was made and seconded. The commission approved the motion by voice vote, with the approval explicitly conditioned on the city engineer’s outstanding review comments being addressed before final sign-off.

The conditional approval permits the applicant to proceed with completing the engineer’s checklist and administrative steps required to record the plat and move toward construction.
