Committee staff said the request stemmed from an alderman's outreach and that the funds would support airfare and travel expenses for participating youth. "My understanding is that it is [to] support airfare and travel expenses for those youth participants," a staffer said. Committee members noted the city's one-time reserve fund had been largely drawn down in recent budgeting and that approving the grant would reduce the remaining one-time-use balance; a finance official said the transfer would leave about $30,000 unspent in that reserve.
