SAN LEANDRO, Calif. ' The San Leandro City Council voted to approve the consent calendar unanimously and later passed a separately pulled item (5e) after three council members recused themselves.
The consent calendar was moved by Council Member Victor Aguilar and seconded by Vice Mayor Bowen; the clerk announced the vote as "Motion passes 7-0, unanimous." No public comment was received on the consent calendar prior to the vote.
Later in the meeting the council requested three members step out for recusals before considering item 5e. Council Member Viveiros Walton moved item 5e; Council Member Bolt seconded the motion. The clerk announced the vote as "Motion passes 4-0-3," and the record noted Council Members Simon, Aguilar and Vice Mayor Bowen as recused from that roll call.
Why it matters: The consent calendar bundles routine approvals; item 5e was considered separately with recusals to avoid conflicts on the record. The council did not take further public action on other agenda items that evening.
What the record shows: The minutes and roll-call votes were announced aloud in the meeting and recorded by the clerk. The meeting transcript indicates the motions, seconds and the two final tallies cited above.
