The Contoocook Valley School District school board voted unanimously to retain 2.5% of the district's unassigned fund balance for fiscal year 2025 and to return the remaining surplus to taxpayers.
District staff told the board the district ended the year with a $5,456,278 surplus, made up of $1.4 million in revenue over budget, $3.4 million in expenses under budget and $603,000 in unused contingency funds. Neil (staff member) presented the fund-balance breakdown and three retention options; the budget and property committee recommended keeping 2.5%.
Board discussion focused on the sources of the surplus and on how much to retain for tax-rate stability. Neil noted key drivers: higher-than-budgeted interest and state/Medicaid payments, lower-than-budgeted expenditures because some positions were unfilled during the year (regular salaries and benefits under budget), lower professional services and legal expenses, reduced transportation and fuel costs, and higher preschool tuition revenue. The board and committee members said better revenue and expense budgeting and filled positions should reduce future surpluses.
After discussion, the full board adopted the budget-and-property committee's recommendation. A roll-call vote recorded board members Sarah (yes), Greg (yes), Dan (yes), Tom (yes), Curtis (yes), Jim (yes), Bill (yes) and Janine (yes). The motion carried, retaining roughly $1.2 million (2.5%) and returning about $3.3 million to taxpayers under the recommended option.
The board asked the policy committee to review district policy language so it aligns with state statute (RSA) that allows retention up to 5% and to consider revising wording about when retained funds may be used (the transcript discussion contrasted the district policy's 2.5% limit adopted in June 2021 with the statutory 5% allowance).
The board directed staff to continue refining revenue and expense budgeting assumptions ahead of next year's budget cycle. No additional formal action was required beyond the vote to adopt the 2.5% retention.
