Select Board approves consent agenda; town announces hires, events and Eagle Scout commendation

The Town of Hubbardston Select Board approved its consent agenda on Sept. 2 by voice vote. The consent agenda included meeting minutes, a one-day liquor license conditioned on an insurance certificate renewal for an Oct. 11 event, and recorded personnel changes: the resignation of police officer Juan Palmer (effective Sept. 2) and the resignation of ZBA member Scott Janssen (effective Sept. 2).
A motion to approve the consent agenda was made and seconded; the chair called for the vote, the board answered “Aye” and the motion passed. A board member requested that the one-day liquor license approval be made contingent on receipt of an updated insurance certificate; the administrator confirmed the license would be contingent on that documentation.
The board authorized the town administrator and the chair to prepare and sign a certificate of commendation for Eagle Scout Carson Brinker for an Eagle project that promoted CERT (Community Emergency Response Team) awareness. The transcript includes an excerpt from Brinker’s letter describing his project and its local outreach: “My name is Carson Brinker, and my Eagle Scout project was to increase your awareness and understanding of the Hubbardston CERT … I researched local hazards, took FEMA courses, prepared … air filter demonstration use, updated the CERT brochure, led a team to clean and inventory the CERT response trailers, and led public awareness campaign at the local field day.” The board moved, seconded and approved issuing a certificate.
Town administration updates included the announcement that Sadie Saint began work as inspectional services coordinator and David Horns started last week as building commissioner. The town administrator said the accounting function is improving and that Mary (the town collector) completed a collector’s certificate in addition to an existing treasurer’s certificate.
The administrator also said staff are planning an Oct. 2 open house for the proposed public safety building, an introduction to HubConnect software, and a revised “Taste of Hubbardston” event; the administrator asked board members to assist with outreach. The town is continuing efforts to locate the owner of the Plumtree property and review options for taking tax title; the administrator said the town’s tax-title budget is small — “we have $1,000 in tax title every year” — and that taking a property by tax title can be more costly than available funds, so the town is pursuing other remedies and grant opportunities.
No contested votes were recorded on the consent items; board members used the public meeting to note volunteer shortages on some boards and to request a renewed outreach push to recruit residents to serve.
