Opponents urged caution and pointed to other municipalities (for example, Springfield) that permit certain school department employees to serve on a council under specific guardrails — for instance, abstention rules or forfeiture of dual pay. Councilor Bacon argued it would be “problematic” to single out one class of employees for an exemption and said carving out teachers but not other municipal employees could create fairness issues.
Because opinions differed and the topic raised policy choices beyond the committee’s two-person quorum, the committee moved the amendment to full council without a recommendation so the full body can debate possible exceptions, guardrails, or an outright prohibition.
